I don't  think Cleopatra VII was as inconsequential as you do. If it weren't for Queen  Cleopatra's  support, Antony never would have been able to fight the final war of the Roman Republic  against Octavian. She was critical  to that period of  history. And Roman propaganda in the 20s BC  saw her as the real threat and Antony as her puppet.

But you are right that Cleopatra overshadows other female enemies of Rome simply because of her complex, sophisticated, treatment by Shakespeare and through her connection to Julius Caesar's  story.

Queen  Zenobia of Palmyra was  as big an existential threat to  Rome  as Cleopatra VII had been and she  is all but completely forgotten by  popular culture. (But  she used to be better known. She was  a popular subject for paintings  and operas in the  18th and 19th centuries)
